I heard some high end Health Spas perform laser treatments such as teeth whitening and Smart Lipo. Do I just have to have my Estitition lisence along with aditional training? Or do I have to go through medical school for those two things? I'd like to do all of them. And if I don't need my PHD and/or MD, where could I go for schooling in Houston, TX?

in order to perform lipo suction you need to be a doctor...and to whiten teeth you need to be a dentist. You need to do A LOT more than get an esthetician licence.
